Hmm..Actually 4. subramanya Hande being one of them. here is the list of all LEED AP in India. http://www.igbc.in:9080/site/igbc/leedapmember.jsp?event=22869 but there is no link for the test on the website. Even there FAQ section doesn't work.
While IGBC has been conducting exams for a while now (5th and 19th of every month if i am not mistaken) - the exams are relatively simpler and only require that you know the intent of the credits. 100% pass percentage if I am not mistaken- or so I hear.
A review for recent project submitted to IGBC under the IGBC rating system ( Factory to be precise), mentioned the need to submit the certificate for IGBC AP and did not accept the LEED AP certificate submitted. While LEED AP certificate works just fine for LEED rating system( NC v1), it does not any longer work for IGBC rating systems.
Its probably a good idea to become IGBC AP. My intuition tells me, IGBC would break away from USGBC (it costs a whole bunch of money to use the word LEED) , now that it has found its initial footing.
